Michele R. Harper

Michele Harper joined Thomas, Thomas & Hafer’s Baltimore office as a partner in 2021, where her practice focuses on a range of general liability civil litigation and insurance law matters, including property damage, personal injury, premises liability, and product liability.

Michele brings to the firm over 26 years of experience in insurance defense matters. She began her career representing litigants in personal injury matters for a small private firm in Prince George’s County, where she quickly gained valuable trial experience. She then went on to work as in-house counsel for two major insurance companies for over 20 years, representing individuals, businesses, and insurance companies in a variety of general liability matters, including premises liability, uninsured and underinsured motorist claims, property damage claims involving public utilities, motor vehicle torts, intentional torts, breach of contract, product liability, construction defect, and employment discrimination. She has taken over 30 jury trials to verdict, has tried hundreds of bench trials in Courts throughout Maryland, and has appeared before various administrative agencies.
Michele has been licensed to practice in state and federal courts in Maryland and the District of Columbia.

Michele enjoys relaxing at the beach, exercising, attending concerts, and spending time with her two children, granddaughter, and four cats. Michele is a native of Maryland and is a devoted fan of the Baltimore Ravens and Baltimore Orioles.
